How it works

Three steps between your approved plans and a passed inspection.

01

Send us the plans

Approved tap plan, permit set, or even a set still in review. Tell us the address and what you need connected.

02

Get a firm number

We price the full scope — excavation, tap, line, and restoration — so the number we quote is the number you pay.

03

We dig, the city inspects

Our crew installs to city spec, the inspector signs off at every stage, and we backfill and restore the site.

Our Services

Underground utility work for residential and commercial new construction — plus the repairs and replacements that come with it.

Water Service Connections

New water service from the city main to your meter and building. We tap the main, run the service line at the depth and size your approved tap plan calls for, and pressure-test everything before it's buried.

  • Water main taps (wet taps)
  • Service line installation
  • Meter boxes & setters
  • Street & driveway crossings
  • Pressure testing & disinfection
  • Backfill & surface restoration

Sewer Service Connections

Sewer laterals live and die by grade — a line set a fraction off will fail inspection or, worse, fail later. We set every lateral to plan grade, bed it properly, and leave it ready for the city's inspection.

  • Sewer main taps
  • Lateral installation & replacement
  • Cleanouts & risers
  • Deep excavations (shored to OSHA spec)
  • Manhole connections
  • Grade verification before backfill

Septic Fields

Where there's no city sewer to tie into, the drain field does the work — and it has to be built exactly to the approved design. We install septic fields and drain fields for new systems: trenches dug and leveled to grade, chamber systems set in straight, even runs, and the line from the septic tank connected and bedded so effluent distributes across the whole field instead of overloading one corner of it.

Chamber systems go in faster and with less gravel than conventional pipe-and-rock fields, but only if the trench bottoms are truly level. We check grade as we go, keep the runs clean, and backfill without disturbing the chambers — so the field passes inspection and keeps working for decades.

  • Septic field / drain field installation
  • Chamber system installation
  • Trenching & level trench bottoms
  • Connections to septic tanks
  • Distribution boxes & field lines
  • Built to your approved OSSF design
  • Backfill & final grading

Retention & Detention Ponds

New development means more runoff, and cities across Texas require stormwater ponds to handle it. We build retention ponds that hold water permanently and detention ponds that store it and release it at a controlled rate — excavated, graded, and plumbed to your approved civil plans.

From the first cut to the outlet structure, it's one crew and one mobilization: we dig the basin, shape the berms and slopes, set the control structures, and connect the pond to your site's storm drainage so the whole system passes inspection as a unit.

  • Pond excavation & mass grading
  • Retention (wet) pond construction
  • Detention (dry) pond construction
  • Underground detention chamber systems
  • Outlet control structures & risers
  • Inflow & outflow drainage connections
  • Berm, slope & final grading work

Excavation & Trenching

Open-cut work done the safe, inspectable way: locates called in, trenches shored or sloped to spec, and spoils managed so the rest of your jobsite keeps moving.

  • Open-cut trenching
  • Trench shoring & safety
  • Rock excavation coordination
  • Dewatering
  • Spoils haul-off
  • Compaction & restoration

Tap Plan & Permit Support

Not sure where your project stands? We review tap plans and permit sets daily, flag problems before they become failed inspections, and tell you honestly what's needed to get water and sewer to your site.

  • Tap plan review
  • Bid pricing from your plan set
  • Pending-plan consultations
  • Inspection scheduling support
  • As-built documentation
  • Coordination with your engineer

Repairs & Emergency Service

Failed lines, broken mains, and connections that didn't pass. We diagnose what's underground, give you a straight price to fix it, and our emergency line is answered 24/7.

  • Water line repair & replacement
  • Sewer line repair & replacement
  • Failed-inspection corrections
  • Leak location support
  • 24/7 emergency response
  • Same-week scheduling when possible

Fire Lines

RME Fire Line License Holder — Aqua Clear Utilities is licensed for underground fire line work in Texas

The underground fire line is what stands between a building's sprinkler system and the water main — and in Texas, installing or repairing one is licensed work. We install new underground fire lines from the main to the building riser, and we repair leaking, broken, or failed fire lines, then pressure-test and flush everything before it's buried and put back in service.

Fire line work has to be performed under a Responsible Managing Employee (RME) license. Aqua Clear Utilities holds that license, so the crew that shows up is the crew that's qualified — no unlicensed shortcuts on the systems firefighters and sprinkler systems depend on.

  • Underground fire line installation
  • Fire line repair & replacement
  • Fire line taps off the water main
  • Gate valves & FDC connections
  • Thrust blocking & joint restraint
  • Hydrostatic testing & flushing

Fire Hydrant Repair

A hydrant that won't open, leaks at the bonnet, or fails a flow test is a life-safety problem, not a cosmetic one. We repair, rebuild, and replace fire hydrants and get them inspected, tested, and back in service — the above-ground end of the fire line work we're licensed for under our RME fire line license.

  • Hydrant repair & rebuilds
  • Hydrant replacement & relocation
  • Bonnet, gasket & valve service
  • Flow testing & inspection support
  • Emergency hydrant service

Frequently Asked Questions

Straight answers about underground water and sewer work — the stuff builders and owners ask us most.

What exactly does an underground utility contractor do?

We install everything between the city's water and sewer mains — which usually run under the street — and your building. That means tapping into the main, running your service lines underground at the right depth and grade, setting the meter, and getting each stage inspected and approved by the city before it's covered up.

If it's buried and carries water in or waste out, it's our side of the job. Your plumber takes it from the building side of the connection.

Do I need an approved tap plan before you can start?

For new connections, yes — the city has to approve a tap plan showing where and how your water and sewer services connect to the mains before anyone digs. The good news: you don't have to wait for approval to talk to us. Send us plans that are still in review and we'll price the work so your number is ready the day the approval lands.

How much does a water or sewer connection cost?

It depends on the specifics of your site: how far the line runs, how deep it sits (deeper sewer laterals cost more to dig safely), whether it crosses a street or driveway, and what the city requires for that tap. A straightforward residential connection is very different from a deep commercial sewer run.

What we can promise: estimates are free, and our bids cover the full scope up front — excavation, the tap, the line, inspections, and restoration — so the number you approve is the number you pay. Send us your plans through the contact page and we'll price it.

How long does the work take, and does the city really inspect it?

Most single-service connections take one to three days of on-site work once we're scheduled and locates are cleared. And yes — the city inspects underground utility work at multiple steps: the tap, the line before backfill, and pressure or grade testing. Nothing gets buried until the inspector signs off.

That's a good thing for you. A passed inspection is your proof the connection was built to code and won't become your problem later.

What happens before anyone digs on my property?

Before the first bucket of dirt moves, existing underground utilities get located and marked — in Texas that's the 811 "call before you dig" system, and it's the law. Gas, electric, fiber, and existing water and sewer lines are flagged in paint and flags so our crew can dig around them safely.

We handle the locate tickets as part of the job. Never let anyone excavate on your property without them — hitting a buried line is dangerous, expensive, and entirely avoidable.
